Are you referring to the Michigan Non-Obligated Spouse Information Form?
The Michigan Department of the Treasury website states:
If your overpayment is held for a debt, you will receive a personalized Income Allocation for Non-Obligated Spouse Form 743. You must complete and return the form within 30 days from the date on the accompanying letter to the Michigan Department of Treasury. Failure to file the form within the 30 day time period will result in the entire refund, if needed, being applied to the debt.
Yes it's that form from Michigan. I know it has done things filled out on it but I don't know what to do when spouse didn't have income. Do I have to fill something in for the wages part line 1m
Leave your spouse's income blank if your spouse did not have any income. Michigan says, "Allocate the amounts to the spouse who earned the income as though you had filed separate federal income tax returns."

I don't understand what they mean when they say allocate. And that page you said to look about t allocation I don't understand that either. Can someone please help I paid extra when I did my taxes to have help hear around and im not going to another tax person when I have paid TurboTax for year around help.
Allocate means to show the source of income. For example, on the form you are filling out, you allocate your wages to you and your spouse's wages to your spouse.
