I need a separate form to snail-mail to the state of PA (efile signature) - got it! Where do I find the Declaration Control Number/Submission ID required on the PA form?

Send it in without this number.

I don't believe the Submission ID is visible to you in TurboTax.

The Declaration Control Number is no longer used. The Submission ID is used instead.
