Yes, you need to file a tax return!  Why were no taxes withheld?  Was it self-employment income?  Did you get a 1099Misc?

FREEDOM EDITION

You cannot enter a 1099Misc or self-employment income when you are using the Free Edition.  If you qualify, there is another free software program available from TurboTax which will allow you to enter self-employment income.

Try the Freedom Edition:

https://turbotax.intuit.com/taxfreedom

You qualify if your income was $33,000 or less, or $66,000 or less if active duty military, or if you qualify for Earned Income Credit

No it was not self employment and no I did not get a 1099Misc. I am married with 4 dependents and will file as jointly, but I made 13000 and have zero federal tax withheld.

Wow--why have you not had any tax withheld?  You have to enter that income on your joint tax return.  All of your W-2's have to go on your tax return.  W-2's are reported to the IRS with your Social Security number on them, so you cannot skip entering the income on your return.

I claimed 5 as withholding allowances, is that the reason there's zero federal tax withheld on my W-2? Also when I filed, we own back, which does not make any sense at all.

Claiming so many allowances on your W-4 kept your employer from withholding any federal tax from your pay. I am not surprised that you owe--you had $13,000 of untaxed income.  Did your spouse also claim a lot of allowances on his W-2?

Did you have this job in 2016 as well?  Print out your 2016 and 2017 tax returns and compare them side by side to see if anything else is dramatically different if owing tax is unusual for you.

I started the job December of 2016, so it's not much. My spouse claimed 2 on his W-2 when we had 2 child, but he have not change his allowance then.
