You can start now if you use the CD or download TurboTax software. TurboTax Online for 2016 will be available in a week or so.
The IRS will not start accepting 2016 tax returns until sometime in mid January. You can't file your tax return until you have all your W-2s, 1099s, and other tax documents.

You can begin entering that data that you already have - such as medical expenses, paid local and state taxes, family data and so on - but for data that you will get from receiving Forms W-2 and 1099s and the like, you should, and by law must, wait until you have those.
Entering personal expenses and deductions now gets you ahead of the game but guessing on income numbers particularly those reported to the IRS on those forms is a fumble!
