I'm filing Estate Tax Forms for my deceased dad. Do I file the state forms in Missouri, his last address, or Arizona, my address and current one?

You will file the state form to Missouri since he was a resident there. Use your address.  Any communication sent by the IRS will be sent to the address on the return. It's irrelevant what the deceased's address was for the purposes of what address to put on the return.
