I have the same problem. Eager TurboTax programmers have most likely not implemented this correctly. If it doesn't apply to you, it doesn't apply to you. They don't care about fixing their system because it encourages people to upgrade from freemium and pay for support.

If TurboTax engineers are reading this, fix it.
