If you are eligible, you should get your second stimulus payment, but it may be mailed to check as a check or debit card.
The IRS says in a Press Release:

The IRS will use the data already in our systems to send the new payments. Taxpayers with direct deposit information on file will receive the payment that way. For those without current direct deposit information on file, they will receive the payment as a check or debit card in the mail. For those eligible but who don’t receive the payment for any reason, it can be claimed by filing a 2020 tax return in 2021. Remember, the Economic Impact Payments are an advance payment of what will be called the Recovery Rebate Credit on the 2020 Form 1040 or Form 1040-SR.
Note that when the IRS sends a direct deposit to a bank that cannot be honored (as in your case), it is the normal procedure that the bank returns the direct deposit as undeliverable, after which the IRS will mail the check or debit card to your last known address (on your 2019 tax return).
I'm getting conflicting information from various news and government sources: some say that the IRS will get the "bounced back," for a lack of better words, direct deposit and send a check to the address on file, but others say there isn't enough time for the IRS to send checks so I'll have to claim it.
For all intents and purposes, it's better to have the stimulus check in my situation, as having a reduction on my taxable income will be more than negligible, thus the check would go to any tax owed.
Is there any way of knowing if one person will get a check over another, as the IRS' site shows no information for the second Stimulus Check.

Per IRS, your payment information including the bank account cannot be changed. If your bank information is invalid or the bank account has been closed, the bank will reject the deposit and the IRS will mail your payment to the most recent address they have on file. Typically, once the payment is mailed, it will take up to 14 days to receive the payment, standard mailing time. If you don’t get a payment and you are eligible to receive one, it may be claimed on your 2020 tax return as the Recovery Rebate Credit.
