I have entered amount from Misc 1099 R in Business Section as revenue. In the Personal section Turbo Tax also asks for any amount from Misc 1099 R. Is that doubling up

Yes, that would be doubling up. If you enter a Form 1099-MISC in the business section as self-employment income, do not enter it again in the personal section. If you do, it will be reported twice and you will be double taxed on that income.
