I am having the same issue and cannot get an answer. There is apparently no way to talk to a representative. I am very disappointed in this help process.

If your issue is the same, then you must be wanting to install 2018 TurboTax.
We can tell you how to speak to TurboTax Support by phone if you can't get it resolved in this user forum.
What operating system and version is on your computer? Windows will use an .exe file; Mac OS will use a .dmg file.
If using Windows and nothing happens when you click the installation .exe file, then try downloading a new instance of the file in case it was corrupted. Or try downloading it with a different browser.
If Windows, you must install with Administrator privileges.
To install TurboTax 2018, it's recommended to disconnect from the Internet first, so you can safely temporarily disable your antivirus and firewall software programs. Once installed, be sure to re-enable those security programs prior to hooking back up to the Internet.
In your original thread you wrote: "I prepaid turbotax on Nov 4 2019, but cannot find turbotax 2019 on my computer."
You may need to explain more about what that means. I'm not sure what you mean by "can't find TurboTax 2019 on my computer." Or are you asking how to find it in your account to download? Or was it indeed "on your computer" previously but not now?
If you are a TurboTax Advantage member (annual subscription), and your card was charged in early November, you should be able to retrieve a download of your software at this link:
https://shopping.turbotax.intuit.com/app/downloads/
If that's your situation, but you can't find the download through the above link, you may have multiple accounts without realizing it, and we can tell you how to look for multiple accounts.
Or if you are NOT an Advantage member, was your November 4 purchase a pre-order off of the TurboTax website? Did you order a CD or download? Again, the method to retrieve a purchase of a download is the same as above.
