I have a Samsung 10 tablet, can I download the cd with the license number?

No.   The CD/download can only be used on a full PC or Mac, not on any kind of mobile device.  But you can use online software on a tablet.

You need to be running a full version of Windows (Windows 10) or Mac OS in order to install and run a desktop (CD/download) version of TurboTax.

I have already downloaded it. If your not able to download it on a tablet why does it keep going and download it. So do I have to buy another license/program? Or is there a way to reset the license number?

What did you download it to?  Do you have access to a full Windows or Mac computer?  You can download your purchase the same way to another computer.  If you can't install or use the download you will have to switch to the Online web version.  

You can't apply the Desktop CD/Download purchase to Online. You have to pay for Online separately. You will have to get a refund for the Desktop program. Then you can use the Online web version.
