DELETE the 1099-NEC form and then enter it again fresh.
If there is no state tax withheld in box 5, then leave box 5, box 6 and box 7 empty. Don't enter 0.
Thank you for your response! So I went back in and changed it to leave boxes 5 and 7 blank and it’s still asking me to enter a state in box 6...

What worked for me is leaving boxes 5 and 7 empty instead of manually entering 0's on the form. Doing this let me e-file without needing to fill box 6.
Nothing is working. Mine is blank and it will not file until something is entered. I'm not sure what to enter since it is blank
Would you clarify, is there an error message? What TurboTax product are you using?
I followed the instructions that worked for others and somehow the software uploaded and possibly submitted by 1099 twice. I went back and deleted it. It said I could no longer e-file. So I printed my taxes. (They are printed correctly) I was planning on mailing today, when I got an email that both state and federal were accepted. Now no one can tell me if both 1099’s (one duplicate) were sent, meaning I owe a lot more than I should.

This does nt work, they force you to enter it even if the form is blank..
