I have a 1099G from Columbus, OH, but this city is not an option in the State or Locality drop down menu.

Is "Other Ohio City" acceptable or is the some mean to enter my specific city?

Yes, use "other Ohio city".

It essentially doesn't matter, since any state or local income tax refund is handled the same on the federal and state returns
