Then you click that you do NOT have a 1095A and move on. You do not have to enter a 1095C.
My Federal Tax return was rejected because i did not file Form 8962 - from a 1095A. I have a 1095C, which does not need to be filed. How do I get beyond the submitted tax return rejection? How do I submit my return?

If you did not receive a 1095-A then select NO for receiving the form. A Form 1095-C is not entered on a tax return.
Do you have a dependent on your return that was covered by insurance through the Marketplace? If so, then you would need to include their 1095-A on your return, even if you did not pay the insurance.
When you are rejected for not filing form 8962, it is because IRS records show you or a dependent on your return had insurance through the marketplace.
If you or no one on your return definitely did NOT have coverage through the Marketplace at anytime in 2021, then you can go to your 1095-A section in TurboTax and enter $1 for the January Premium amount and the SLCSP. This will generate the form, but not affect your taxes. It will let the IRS then update their records.
To enter $1 for the 8962 select the following:

A Form 1095-C is not entered on a tax return. If you did NOT receive a Form 1095-A then answer NO where asked about the 1095-A.
You do not enter a 1095C anywhere at all. The only form you enter for health insurance is a 1095A, if you had health insurance from the Marketplace ("Obamacare") If you did not have health insurance through the marketplace you say NO to the questions about 1095A and move on.
