I have 2 euro and 55 cents foreign interest. Do I need to create a 1099 INT for this? Does it need to be reported? Thank you.

You are required to report all of the taxable interest you receive, but you do not have to create a 1099 for interest you receive.
You report the interest on your return whether you receive a 1099 or not.

In order to enter the interest income in TurboTax you have to enter it as if you got a 1099-INT from the payer, even though you didn't. You have to convert the amount to U.S. dollars. Enter the dollar amount in box 1 of the 1099-INT in TurboTax.
