I filled out a non-filers form for the stimulus check and now i am trying to finish filing my taxes and it says duplicate return

can i ask why you filled out the non-filer form if you are now trying to file you taxes? Non-filer was for people not required to file their taxes in 2018 or 2019.  

in effect that non -filer form was a simplified tax return. that is why it's saying it's a duplicate return 

you will have to file an amendment to that simplified non-filer form to complete your taxes.
