See this TurboTax support FAQ about receiving the Advance - https://ttlc.intuit.com/community/refunds/help/about-receiving-your-refund-advance/01/27510
You’ll receive your Refund Advance within 48 hours of the IRS accepting your e-filed return. This differs from 48 hours from when you e-filed your taxes through TurboTax or selected that you wanted Refund Advance. The IRS usually begins processing and accepting e-filed returns in late January.
The IRS will not be accepting any 2019 tax returns until January 27, 2020
Sorry but you did NOT read all the fine print ... "once the IRS accepts your e-filed return" and the IRS is not processing returns until 1/27/20 although some random returns may be pulled in a test batch earlier than that date and be accepted but don't count on yours being one pulled.

Once the IRS accepts your e-filed return and if you are eligible and approved for Refund Advance (a 0% APR loan with $0 loan fees) and the Turbo Visa Debit Card, you’ll be able to start spending online, typically within 48 hours of the IRS accepting your return.
After you’ve been approved for Refund Advance, we'll email you instructions to set up your Turbo Card account. Once your account is set up, you'll get temporary account details you can use to spend your refund advance funds online. We'll also send you a physical Turbo Card in the mail. It should arrive within 5-10 business days. You can use your Turbo Card anywhere Visa is accepted in the U.S.
Note: Once you activate your physical Turbo Card, your temporary account information will expire.
The rest of your refund (minus any TurboTax fees or other agreed upon fees) will be loaded on the same Turbo Card as your Refund Advance, typically within 21 days from IRS acceptance.
I realized this cause I read their BIG print instead. Seems like false advertising to me but I guess the small print makes it's all fine.
When you take out any kind of "loan" you sign a contract ... always read the entire contract before signing... this is a #1 fact of life.
