Which states?
If you are asking for an exemption from not having healthcare, you will need to have the Exemption number in order to claim the exemption. You can choose not to try to claim the exemption which would cause you to owe more money.
You can apply for an exemption on your state website. Some states may allow you to do it retroactively while others do not.

I am having this same problem. Does anyone know how to fix this? Thanks in advance!

I called support and “Elizabeth” figured it out. In the space where they ask you to type your ECN or “no or pending ECN” simply type “pending”. My mistake was that I was typing “pending ECN”. Just type “pending”. 🤦🏽♀️
