If you received no taxable income of any kind in 2023 then you do not need to file a 2023 tax return.
Unless you also received a Form 1095-A for your health insurance through one of the State Marketplace Exchanges or from healthcare.gov then you must file a tax return.
Not being employed is not the same as having no income. Did you have any kind of income, such as unemployment benefits, interest from a bank or other investment income, gig work or odd jobs, for which you might have been paid in cash, gambling income or prizes, a pension or Social Security, etc. Did you take any money out of an IRA, HSA, or MSA?
How did you support yourself if you had no income at all?
You can go to the following link on the IRS web site to see if you have to file a tax return. If you are not required to file a tax return, then you do not have to file anything.
