I did select the IRS option and went through the Turbotax and it took my return

1st I went to the link in turbotax for Desktop click on the link to the IRS website, filled out their for to agrre to make monthly payments, The IRS form completed and told me to wait 10 days. I then went back to Turbotax and followed their prompt and use the same account number from my bank account and was able to file the Federl and the State. For the State, I did not have the option to to send monthly payment. It had to be paid right away using a credit card. Hope this help
