If still no luck after running that on your phone number and email address(es) that you can access, here's another method:
Go back to the tool again, but this time leave the data field blank, and choose the small blue link that says "Try something else", and it will look you up by SSN and other parameters.

If you can not access your 2018 TurboTax return,you can obtain a copy of last year's tax transcript online using IRS link: IRS 2018 Transcript
Or if you chose, you can still file a paper return.

Which of the steps in my detailed long answer above failed for you? What and where is your roadblock? Did you try it exactly like I instructed?
And if that's unsuccessful, did you also try the second method I mentioned; i.e., the "try something else" link to have it look you up another way?.
