I am having the same problem. It looks like it downloads the application but it won't open. I have tried both the disc and the download and have used TT on this computer for the last two years with no problem. TT hellp has obviously been no help.
I have updated to the latest Catalina and Apple tells me it is working fine....??????
I did get a refund but don't like the online version much.
