I can't even OPEN the 2018 amended return I was working on w/o paying for state return AGAIN??

I had a 2018 Home & Business amended return I was working on that I wanted to print and mail, but when I back to open it today it says "Error 190: Your federal tax return is now on this computer. Let's get your California state forms next." And it refuses to open the file until I pay for a state form AGAIN, for a state I already paid for and e-filed LAST YEAR. I really need to get back into this file and mail it, this is ridiculous. I don't even want to change the state taxes, the amendment is for a FEDERAL credit ONLY. This was working a couple weeks ago, what the heck is going on?
