However, if the software does not allow you to e-file, the second condition has not been met.
Further, the New York Department of Taxation and Finance removed the penalty so you may file a NY state tax return by mail (see page 35: https://www.tax.ny.gov/pdf/current_forms/it/it201i.pdf). I have a Customer using a Mac computer and he is Not getting the option to e-file New York State return, I have checked and cannot find a resolution.
Here is a link with some discussion on the subject of e-filing a NY state return. Try signing out of TurboTax and restarting computer and then signing back in. This may be a possible solution as well. If these don't help, check for the option to print. That is the fallback option and there will be no penalty from NY for mailing it in.
