I am getting W2 AND 1099 . at IRS It shows my income together.But at Social Security my income doesnt include my 1099 income

Social Security income considers only earned income.  Income on which social security and medicare taxes have been paid.

1099 income is not earned income, and no SS or Medicare taxes have been paid on that income.  That is why SS doesn't take that income into account.

No.  SS includes earned income.  They also count credits of quarters worked.  If born after 1929, you need 40 quarters to receive benefits.  This may answer some questions.  For others, go to the SS web page
