I am am American citizen living overseas. I have to e-file my New York State tax return, but the site won't give me the option, as I have to mail file my federal return.

It looks like I legally need to file my New York State tax return online, but the site doesn't recognize that I have to do that as my federal return has to be mail filed. Should I just mail it

Mail it in.  NY only requires you to e-file if your software provider supports it.  If it doesn't support it from an overseas address, NY will accept it on paper.
