I already have a payment plan with the IRS, why does it not give me that selection to choose

You can only have one installment plan with the IRS, and must add the balance owed from this year to the existing plan. You have to contact the IRS directly to modify your existing agreement. You may qualify to use the online payment plan option to revise your existing agreement.
