Hsa excess contribution

In 2022 we over contributed to hsa by 423$. I removed those contributions in 2023 before filing my 2022 return and paid taxes on them. We did not roll them forward into 2023. That “income” was reported on 2022 schedule 1 line 8f/10 and carries over to the 1040 in line 8 on my 2022 return so taxes were paid In 2022 is my understanding.

I received a 1099-sa regarding that distribution in 2023 in the same amount of 423$. There were no gains or income on that amount..
now I’m working on my 2023 taxes and it is asking me to “Enter the amount from line 48 on your 2022 Form 5329.“

when I download my  2022 tax return from turbo tax there was no form 5329 filed or included so I’m not sure what to enter here?
I’m under the impression that I should enter in 423$ because I’ve already paid taxes on it is that correct? When I enter 423 my refund amount goes up which would indicate a deduction of that $423?  When I enter 0 it doesn’t change but I would hope this distribution would be non taxable in 2023 because it was account for in 2022 income?

or should I just answer no like this post indicates?

Hsa excess contribution

Because you timely corrected the excess contribution for 2022, you have no excess carried into 2023.  You should have told 2023 TurboTax that you did not make an excess contribution for 2022.
