As I rolled through the Federal Taxes part of TurboTax Premier 2019 on Windows, I saw the option to request copies of forms from past years by filling Form 4506. Assuming it was free, I filled it out, but then I found that it was... $50 per form I was requesting!!! No way, I don't anticipate needing these anywhere near THAT badly! (This is something called a *monopoly*.)
I went back to the page that asked if I need a copy and want to request a copy of a tax return, and clicked No instead of yes. But later on, as everything was being automatically proof-checked, TurboTax told me there was a problem - I had started the 4506 form, but hadn't specified which years I wanted the returns from. I went back to the page where I'd clicked No, and clicked No again, several times, but nothing changed.
I got some live help, was told to ignore the error and go on, and found I could. But at the very, very end I got that error once more, and this time there was no option to brush it off. And then I figured out the solution!
You scroll through the window that shows the 4506 form and how it's been filled out so far, with highlights on the places that you could possibly change, and make sure that EVERY SINGLE ONE (not just which seasons) is empty - seasons being empty is not enough!

If not, try this:
1) Open your tax return.
2) Go to the left side of the screen and click on Tax Tools, then Tools
3) From the pop-up Tools Center menu, select Delete a form
4) Scroll to find the Form 4506 and Delete it.
5) Scroll to the bottom of the list and hit the button to Continue My Return
That should do it.
