How to get turbotax to include form 8283 (Noncash contributions)

I filled out the info for cash and non cash contributions.  I also take the standard deduction, so the federal return doesnt use that information.  When I print out all the federal forms, it does not print any 8283.  On the form section of the federal return where it shows what forms are used, there is no 8283.

Question 1:  For my CA state return, I itemize and it includes schedule A of my federal return.  Schedule A states that if the amount of non cash contributions exceed $500, then form 8283 must be included.  So it seems I need to include form 8283.  Is this correct?

Question 2:  Even though I use the standard deduction, I can carryover the unused charitable contributions to the following tax years and once the sum exceeds my standard deduction, I can itemize.  So it seems I need to include form 8283 to establish a record of my carryover for the future.

Bottom line - how do I force turbotax to include form 8283 in the federal return if I take the standard deduction?

Form 8283 is completed automatically by TurboTax if the value of the property you donate is more than $500.

Enter all of your charitable contributions and Form 8283 will be included in your tax return if required.

Follow these steps:

  1. Open (continue) your return in TurboTax.
  2. In the search box, search for donations and then select the "Jump to" link in the search results.
  3. Answer Yes to Did you make any donations to charity?
  4. Answer No to Do you have an account with ItsDeductible Online?
  5. On the next screen, answer Yes to enter your donations for 2021.
  6. Continue with the onscreen instructions.

Noncash charitable donations include items, such as: books, dishes given to Goodwill. Also such things as cars or art given to a church or charitable organization for their use or sale, and stock

Unfortunately, I dont think you understood the question.  This turns out to be the same issue multiple other people have posted, all without a real answer.  8283 can be filled out as you say.  BUT IT WILL NOT BE INCLUDED IN YOUR TAX RETURN IF YOU TAKE A STANDARD DEDUCTION.  "if required" is what you say.  It will NOT be included in the federal return because taking a standard deduction negates the federal need for the 8283.  BUT IF YOU ITEMIZE on your state return, you need to include the 8283 on your federal return and THERE IS NO WAY TO include it in your federal efile nor your state efile.  This is the issue.

Of course, you can print out the 8283 and print it out to mail with your state tax return, but you cant efile the state return and have the 8283 included in turbotax.    This issue has been there at least the last 2 years and has not been acknowledged by anyone from turbotax as an issue, as far as I can tell. It would sure be nice if turbotax acknowledged this issue so that it might get fixed in the future!

You need to file Form 8283 to report information about noncash charitable contributions when the amount of your deduction for all noncash gifts is more than $500.

Enter all of your charitable contributions and TurboTax will automatically include Form 8283 in your tax return if required.

To enter your donations:

  1. Log in to your account.
  2. Go to Federal Taxes.
  3. Go to Deductions and Credits.
  4. Scroll down to Charitable Donations.
