Find the TT help for CD/Download instructions for "E-File Reject IND-031-04 or IND-032-04" and "What if I want to use my signature ID ( self-select PIN) instead of my AGI"
Follow steps 1. thru 6.
Step 7. says to select "I can't get the 2019 tax return. .... I'll use the self select PIN I created last year."
I could not get to an option to "use the self select PIN I created last year".
This finally worked:
In the blank for last year's AGI in 2019, enter 0.
On the screen that is "Sign Your 2020 Return", enter your last year's 2019 Self-Select PIN.
Do NOT choose a new Self-Select PIN that is different from the one you used last year in 2019.
I think the reason I had this problem is that we had an ID Theft with our 2019 return. The IRS did send us a 6 digit Identity Personal ID No. in Jan 2020 which is entered under "Federal Taxers" Tab, "Other Return Info" section.
I entered the correct 2019 AGI and then chose a new 2020 self-select pin that was different from our 2019 self-select pin.
The e-filing was rejected due to the AGI supposedly being incorrect, although it wasn't. To make sure, I went to get an online copy of the 2019 Return Transcript from the IRS, but they wouldn't provide it because of the 2019 ID theft.
The other reply to this problem said to leave the AGI blank. This does NOT work, and something needs to be entered in the AGI blank for TT to let you proceed. So I entered 0, and was able to move on from there.
All of this took me 6 hours to figure out and a bunch of cussing. I love doing my tax return - NOT.
When using the self-select PIN, leave the AGI field empty.
Otherwise, both will have to match.

Putting something in AGI when you have a valid self-Selected PIN is not required by the other tax software I used to e-File.
You should be able to e-File with either one.
If TurboTax requires zero in AGI, that is just another quirk to catch users up.
