TurboTax Desktop indicates for my Arizona (AZ) state taxes:
"For foreign countries, attach a copy of your broker's statement or other documentation showing the taxes paid to the other country."
I can't find where to attach them to get submitted with my state efiling.

The expert reference to AZ-8453 seems invalid. TT did not include, print, or provide any way get form AZ-8453. Moreover it may be a deprecated form based on the AZ Dept of Revenue (DOR) site, https://azdor.gov/sites/default/files/2023-03/RULINGS_INDV_2013_rescission-itr01-1.pdf.
They were correct that Desktop TT does not allow attaching docs. Online does, but you sacrifice other features, and apparently you cannot transfer your desktop license and return information to the online version to attach and file.

Given this it seems the message in TT is not a requirement unless the DOR requests the form.
You can't attach the 1099-B to the return using TurboTax desktop. Online has that capability, but not the desktop program. You should be allowed to e-file the return, and TurboTax will print Form AZ-8453 that you can mail with the broker statement to the AZ Dept of Revenue.
