How do you attach/include the IRS Form 709 with the TurboTax e-file?

TurboTax doesn't support Form 709.

You have to download the form, fill it in manually, and mail it.

You can't. The 709 is a separate return. Turbo Tax doesn't have the 709. You do that outside of Turbo Tax.

Form 709 is not part of your income tax return. See the Form 709 instructions for the address to which you should mail it.
