You can manually enter the 1099-R form since you already have a hard copy, instead of downloading the information.
Here are the instruction to follow to add the 1099-R into TurboTax Online:
You should see two options to import Vanguard documents. 1) Vanguard Mutual Fund and 2) Vanguard Brokerage. Make sure you select the correct import selection. If you received a Consolidated 1099 Form (several different 1099 Forms combined in a single document), you should select the Vanguard Brokerage import option. With this option, you will need to provide your Account Number and Document ID. Both of these items are clearly marked in the top right corner of the page next to the year. If you received a stand alone 1099 Form or do not see the Account Number and Document ID, use the Mutual Fund import option. With this option, you will use your user id and password (same as you would log into Vanguard account).
I have opened my 1099 div. and there is no Document id number anywhere on the form. So not sure how to proceed if that number is required
Go back and select the Vanguard Mutual Fund import option. For this option, you'll need your Vanguard login credentials.

At the top of my 1099-DIV I see my Acct# and Document ID xxxx xx xxxx but when I enter them in the Vanguard brokerage area I get
Response from Vanguard - Invalid signon
I am putting in the Document ID as 11 charaters without spaces
If I go to Vanguard Mutual Fund and put in my username and password I get
No 1099 tax forms are available for this account. If you continue to experience problems, please contact Vanguard at [phone number removed].

I talked to someone at TurboTax who said the Vanguard import only works for the online version not the downloaded version I have on my Mac.
I could get a refund on the download but then I would have to reenter very thing on the online version.
If you are importing via the online version you wouldn't have to manually enter the forms. For more details, please reference this Help Article.
I have found that you can upload the pdf form that you got from your vanguard. You have to select the "enter my form differently" button. You have 3 options, direct import (which did not work with the consolidated), enter by hand (which I was quite confused about) and upload document from your computer (this worked). The confusion to me was last year I converted my vanguard accounts to brokerage type. In previous years I had a FEIN (TIN on vanguard's docs) for every mutual fund. This year I have a 1099-div and a 1099-consolidated. When I do the import it only gets the -div, and I have to "review" them over again. Now with the consolidated you just use the one FEIN/TIN number and upload the PDF or enter the totals by hand. It should be simpler but I wasted a good hour or two until I figured it out.
@nebbishd , you are a lifesaver! I spent quite a bit of time trying to figure out how to import Vanguard into TurboTax but couldn't get anything to work. I followed what you did: go to Vanguard Brokerage (even if it's a Mutual Fund), then enter account number and Doc ID, and voila! It worked!

I called TT tech support to talk about DOC ID, which is mentioned in this link.
The person in the call center DID NOT have sufficient information to satisfy my
question. She did the best she could, but had NO IDEA that TT has been a guiding
light into financial transactions becoming fully automated across the financial
services industry. Most financial houses are setting up an encrypted dedicated
server to transmitting COMPOSITE 1099 R tax forms to TT prep software. I got this
in the cover letter from Vanguard for my composite 1099R.
Had it not been for the Vanguard cover letter, I would have known NOTHING. In fact I
have already informed another financial house to get with the program. I cannot believe
the level of ignorance at TT and at my financial advisors office about this TOPIC. So my hat if off
to Vanguard that has been on the leading edge of a lot of this stuff. In fact somebody needs to tell the IRS to adopt the industry standard for COMPOSITE 1099R reporting... The key is in the HEADER that looks like this:

I'm sorry, but there is nothing on the 1099-R that says "Document ID". What there is is an 8 digit (and a space and a dash) OMB No. while TurboTax is asking for an 11.
I also see no 8 digit account number nor any way to get it from what's on the 1099-R form. What I have for an account number is 6 digits, space, 4 digits, space, 10 digits.
@edwardc123 @shfranz1 You have added on to a very old post. If you have a Vanguard 1099R I looked at mine. 3rd line from the top on the right side right below where it says OMB No. 1545-0119 it says Document ID:
Fxxx xxx xxxx (12digits)
Thanks, but unfortunately that's not what my 1099-R has:-(
It's a scannable .pdf file so I did a search on "document" and found it only once: "Important tax return document enclosed".
Sigh.
