Yes you can prepare a return for your mom. But if you are using online, you must use a different account and user ID for her. Do not use the same account and user ID that was used for your own return or you will overwrite your own return and lose it forever. With online TurboTax you get one return per fee.

Assuming she is single, if her income (excluding Social Security) is less than $14,700 (2022) or $15,700 (2023), there is no filing requirement for the federal tax return.
Online is only good for 1 return per account. But you can use the same email address for 5 accounts. How to start another return in the Online version
