The employer I had COBRA though sent me a 1095-C that had 1H in sect. 14 and 2A in sect. 16 on the form. 1H states no offer of coverage. Yet I Had Cobra coverage through the company.

The Consolidated Omnibus Budget Reconciliation Act (COBRA) coverage is usually reported on a Form 1099-B or 1099-C. The aforementioned forms are not used to calculate the Premium Tax Credit under the Affordable Care Act; therefore, they are not entered into TurboTax. The insurance company may or may not send you a Form 1099-B or Form 1099-C. Whatever statements you receive should be kept for your records.
COBRA does meet the Affordable Care Act minimum requirement for health insurance. You will simply indicate the months that you had health insurance coverage in TurboTax.
