The first solution is to find your tax return from 2021.  A refund is on line 35a, and the amount you owe is on line 37.

The only way you can obtain copies of your tax return from the IRS is by filing Form 4506 with the IRS. You can download this form from the IRS website.  IRS Form 4506

Thank you JohnB5677. To clarify, would having no tax liability mean that line 37 is 0, or just less then line 35a?

Your federal tax liability amount is found on Form 1040 (line 24).

Your tax liability is the total amount of tax on your income minus any non-refundable credits, such as the Child Tax Credit, saver’s credit, or dependent care credit, to name a few.

This can also include additional taxes like self-employment tax, household employment tax, and tax penalties such as the 10% early distribution penalty for IRAs.

Form 1099 doesn't report tax liability, only income from various sources. Some income reported on a 1099 ends up having no tax due. But the entity that sent the 1099 doesn't know that. You need to look on your tax return to find out what amount was taxable.

Your tax liability appears on Form 1040, as others have explained in this thread.
