How do I know if I am receiving an unemployment tax refund offset
The IRS is recalculating refunds for people whose AGI is $150K or below and who filed before the tax law that changed the amount of unemployment that is taxable on a federal return became effective.
The IRS began to send out the additional refund checks for tax withheld from unemployment in May. The refunds are being sent out in batches—starting with the simplest returns first. If you are eligible for the extra refund for federal tax that was withheld from your unemployment the IRS will be sending you an additional refund sometime during the next several months. TurboTax cannot track or predict when it will be sent. The IRS has not provided a way for you to track it, so all you can do is wait for the refund to arrive.

Did you use the word "offset" correctly? Are you asking if the IRS will seize your extra refund to pay a debt you owe for back taxes or child support, etc? If you owe a debt for which the IRS can offset a federal refund then your unemployment refund is also subject to that offset. TurboTax never knows if you are subject to a refund offset. The IRS sends you a letter after they seize a refund.

NOTE: You can contact the IRS Treasury Offset Program Call Center at 1-800-304-3107 to ask if they have an offset for you on file. TurboTax would not have that information.

How do I know if I am receiving an unemployment tax refund offset
If you PROMISE to save a PDF and a .taxfile of the original return for future use and safekeeping then you can use the amendment process to see what the return will look like after the IRS changes it for the unemployment exclusion. However if you then find a new credit was added that was not on the original return you will need redo the amendment and file/mail it AFTER you eventually get the corrected refund from the IRS. Do not jump the gun.
