See this TurboTax support FAQ for the Form 8962 and the Form 1095-A as requested by the IRS for 2019 - https://ttlc.intuit.com/community/health-care/help/the-irs-is-requesting-form-8962/01/27409
I received my 1095A form from market place would i be able to input information in order to populate form 8962 through turbotax?
Yes, you will enter the form 1095-A information in the "Medical" section, and then "Affordable Care Act (form 1095-A)", under "Deductions and Credits" in TurboTax:

That didn't work for me. I completed the 1095A information but the 1095A from the Marketplace did not include Column B. I had to complete Column B based on the Marketplace site https://www.healthcare.gov/tax-tool/. After I completed the 1095A information including the Column B information Form 8962 was not updated. I think that this is a problem with Turbo Tax. If anyone can help please let me know. Thanks
You can delete Form 8962 and then it will repopulate from the information your entered from your 1095-A.
If you want to delete an individual form, please follow these instructions:

Yes, Form 8962 Premium Tax Credit is generated after you enter 1095-A info.
Click this link for info on How to Enter 1095-A.
If you haven't yet received your 1095-A, you can download it from Healthcare.gov.
