Unfortunately, TurboTax does not have a standalone state tax preparation product. The TurboTax State program is designed to transfer information from your federal return.
If you already filed your federal return outside of TurboTax and just need to do your state, please see FAQ below for details.

HELP!
Hi
i only need to file state but I can’t on the site
yes
You replied on an old thread. Is there something we can assist you with?
I filed my federal return through EZ tax. They wanted to charge $19.95 to file the state return, so I went to TurboTax to file the state. TurboTax is filing both the Federal and State, which keeps getting rejected.

The federal tax return cannot be filed since you have already filed a federal tax return and it has been accepted by the IRS. Since the federal tax return cannot be e-filed, the state tax return cannot be e-filed. The state tax return can only be printed and mailed.
See this TurboTax support FAQ for how to print a tax return for mailing - https://ttlc.intuit.com/community/printing/help/how-do-i-print-and-mail-my-return-in-turbotax-online/01/26258
