How do I file in Boc 18 when it's empty?

I'm unable to e-file without putting a response there.

WHICH tax form????

If it's a W-2, and you don't pay any local/city income taxes...then make boxes 18, 19, 20 totally blank.

no numbers, no letters, no zero's....just blank.

Same thing for boxes 17, 18, 19 on a 1099-R form...blank
