It's not clear exactly what you mean by "file" Form 8332. Are you the custodial parent or the noncustodial parent?
If you are the custodial parent Form 8332 is not part of your tax return. You can fill it out in TurboTax as DoninGA indicated, but it does not get filed with your tax return. To allow the noncustodial parent to claim the child as a dependent you have to print the Form 8332, sign it, and give the signed form to the noncustodial parent. The noncustodial parent who is claiming the child as a dependent has to attach the Form 8332 that you signed to his or her tax return, or mail it separately attached to Form 8453 if he or she e-files.
If you are the noncustodial parent, did you get a signed Form 8332 from the custodial parent to allow you to claim the child as a dependent? If so, if you file your tax return by mail you have to attach the signed Form 8332 to your mailed tax return. If you e-file you have to mail the signed Form 8332 to the IRS separately, attached to Form 8453.
