How do I apply my refund to a balance owed from a previous year?

We've been making monthly payments to the IRS, but would like to apply the refund to the balance from 2023.

That will happen automatically. You do not have to enter anything about that. If you owe back federal taxes, any federal refund that is shown on your 2024 Form 1040 will be used to pay the amount you owed. The IRS knows how much you owe, and will send you a letter a few weeks after they take the refund.
