For tax year 2019, if you did not have Affordable Care Act insurance (Marketplace insurance reported on Form 1095-A), you do not need to report your insurance on your tax return. The Tax Cuts and Jobs Act reduced the penalty for not having health insurance to zero, so there is no need to report it on your return unless you received the Premium Tax Credit as part of the Affordable Care Act (reported on 1095-A).
Essentially, Forms 1095-B and 1095-C do not need to be reported for tax year 2019.
