Yes you can pay at anytime like to lock in the price before it goes up.  Or you can buy the Desktop CD/Download program then you pay first for the program.

Be aware that if you pay in advance for Online TurboTax, you won't have the option to use the feature "Clear and Start Over."   A paid-for return cannot be cleared to start over from scratch.
