How can I force Turbotax to accept my Head of Household status based on a non-dependent qualifying person?

Grandson and daughter lived with me all year. I'm not claiming GS as a dependent. If I choose that daughter lived w/ me and contributed to GS support, it rejects HOH.  But if I say she didn't contribute, it makes him my dependent.  Can't he be a qualifying person, but not my dependent? How do I make Turbotax accept this?

No.  In order to file as HOH you must have a qualified dependent.  TurboTax will not bend the IRS rules for you.

"A qualifying child would be:

    Your child (including legally adopted), stepchild, foster child, sibling, half-sibling, step-sibling, or a descendant of any of them (for example, your grandchild or niece) AND
    Permanently and totally disabled OR under the age of 19 as of December 31, 2018 (under 24 if a full-time student) and younger than you (or your spouse, if filing jointly) AND
    Lived with you for more than half the year AND
    Single (or if the child is married, you'd have to qualify to claim them as a dependent even if you're not going to claim them as such)."

So ... my grandson AND under the age of 19 AND lived with me for more than half the year AND single. (Not married, so I don't have to qualify to claim him as a dependent.)  What am I missing?

You are missing the fact that he has to be your dependent in order to qualify you to file HOH.
