You don't need to report this form. The IRS doesn't need any details from your 1095-B. This form is for your records only.

Do I need to send a copy of this ? 

Somewhere in my 2019 taxes the OTC NEEDED A COPY OF SOMETHING.

A Form 1095-B and a Form 1095-C are not entered on a federal tax return.

If your state needs a copy of either form then you have to find out how to send that form to them.  

I do not know of any state that requires you enter enter a  1095-B or 1095-C on the state tax return.
