2. Select Tax Tools, click on the drop down arrow
3. Select Tools
4. Under Other helpful links, choose Delete a form
5. Select Delete next to Form 1099-NEC and Continue with My Return

I have that exact same situation myself. All of my 1099 gigs were cancelled last year and I don't have any to file, yet there is a blank one on my review and I don't want to submit because I'm concerned it may trigger a problem or something. I hope Turbotax sees our question.

I've done it 3 times. It will say the form is deleted yet it still keeps popping up everytime I do my final review
@Lambert905 Sometimes you can't delete the form using the shortcut method, often because it is linked to other forms. In that case, you need to revisit the business section in TurboTax, as if you still had the business in question. If you see the business listed there, there should be an option to delete it. If not, set up a new business by entering just the basic information requested, then go back in and delete it using the delete a form method and that may work.
I’m having the same problem. When I went to go “delete” it using the method above, I noticed it’s from Instacart which I haven’t done since 2019 🙄. I deleted it and it’s still popping up. I did have small Etsy business in 2021 BUT I made under $600 so I won’t be receiving a 1099-NEC ANYWAYS. I still report my income regardless. It’s still asking for that EIN for a blank 1099-NEC. What can I do? I just want my money 😭
Delete, tell the program NO to NEC, delete again.
did you get this figured out? i can't get it deleted no matter what i do.
@sbarcus You can try entering a generic form 1099-Nec and when you are done go back in and delete it. Sometimes that will delete a blank 1099 form that is stuck in your program.
