How can I claim missed CA dependent credit in year 2019

Hello,

I applied for ITIN for my kid in year 2019 and missed to claim CA state dependant credit in tax year 2019. I have got the credit in the tax year 2020 and 2021. May I know how to claim the credit for year 2019? 

CA tax agency is too difficult to get connected.....

Most likely, you would have to file an amended return for CA.

You might have to continue trying to contact the FTB.
