I am in Washington State. The Home & Business application won't let me bypass the State Taxes and proceed to e-file. The application freezes up and stops responding. I do not qualify for the Washington State Family Tax Credit and there is no Washington State Tax return to file. How can this be resolved?

There was a problem with this a week or so ago but it was resolved. Have you updated your software?
Try deleting the either the state return (?) or the state Working Families Tax Credit Application

For the Working Families Tax Credit Application see if it listed in Forms mode and if so delete it.
Click on Forms on the upper right of the desktop program screen for Windows.
Look on the left side of the screen when in forms mode for the form. If available click on the form to open and click on Delete form at the bottom of the page.
Yes, my software is fully updated. When I click "Start" the Washington State return (even though I don't have any qualifying capital gains) it says that the Washington State forms required will not be available until February 6. This form could possibly be the Washington Family Tax Credit (for which I don't qualify). Perhaps this is the glitch? Thoughts?
Have you deleted your State from your return?
In FORMS mode, see if you have any Washington forms showing. If so, click on it (them) and use the 'Delete Form' button at the bottom of each form.
You may have the Working Families Credit and Washington Information Worksheet to delete.
