Last night, tryed inputting my data into the TurboTax Free edition, later upgrading to the Live edition with help from Brittney D and then with 9 yr EA Danny.
HOH was not allowed even though I am the single wage earner, and my domestic partner is a dependent and earned under $4400 (disabled).

We (Danny and I) think there is a software bug that is not allowing HOH to be selected if I choose 'Other' instead of a blood relative.

It is not a bug. The 'qualifying person' for Head of Household purposes must be a relative by blood, legal adoption, or marriage. It cannot be someone who is unrelated to you. The qualifications for Head of Household and claiming someone as a dependent are not the same.
You may still qualify to claim Danny as your dependent, but you will not be able to use the Head of Household filing status.
